This is a central element of a European climate change strategy aiming to realize a common CO2 reduction target. While all the EU Member States agreed to the principle of CO2/energy taxation, the process of EU negotiations never led to a substantial agreement. Based on detailed historical studies of the EU negotiation process, this report uncovers some of the main political economic driving forces behind & barriers against a EU agreement on CO2/energy taxation. Considers the effects on the EU negotiation process of Denmark’s efforts to push the proposal forward.
