The DoD requires that its commun. systems be interoperable: that is, that they work together seamlessly so that the right info. gets to the right people at the right time. This report examines DoD’s process for “certifying & authorizing interoperability” (CAI); how the process was being applied, incl. whether contracting laws & reg’s. have been violated; & the impact of DoD’s appl’n. process on the competition. The report found that DoD does not have a well-defined process, incl. clear require., for CAI telecom switches. DoD has not applied its “telecom switch certification & authorization process” (TSCAP) consistently across vendors, & it has violated its own interop. policy. DoD’s appl’n. of its TSCAP is influencing vendors’ plans for competing for the DoDs bus.
