Rewriting the Rules: Report Prepared by the Majority Staff of the Committee on Governmental Affairs, U.S. Senate
Joseph I. Lieberman (ed.). On Jan. 20, 2001, the day of Pres. Bush’s Inaug’n., the Pres’s. Chief of Staff, Andrew Card, issued a directive to all Fed. agency heads to freeze the Fed. reg’y. process. The Card memo had the potential to diminish the health & safety of millions of Americans. Troubled by the Card memo’s gov’t.-wide prospect of a reversal of so many reg’s., Sen. Lieberman asked his Committee to look into the matter. He charged his staff with reviewing the memo’s effect on 3 important rules that were final before the Bush Admin. came into office: the USDA rule conserving roadless areas in nat. forests; the DoI rule regulating hard rock mining on public lands; & the EPA rule capping the permissible level of arsenic in drinking water. This report is the result of that investigation.
