Restructured Electricity Markets: Three States’ Experiences in Adding Generating Capacity
Jim Wells & Richard Cheston. The Fed. Energy Reg. Comm. & 24 states restructured elec. markets by shifting from service provided through a regulated monopoly -- the local elec. utility -- to service provided through open competition among the local utility & its competitors. The restructuring was intended to increase competition & expand consumer choice in order to lead to increased efficiency & lower prices. Citing the importance of quickly adding new power plants (NPP) when needed as a key factor in balancing the supply & demand for elec. in restructured markets, this report compares the experience of Cal. in adding NPP with the experiences of 2 other states -- PA, which operates as part of an innovative regional elec. market, & TX, which has successfully added NPP.
