Barry Leonard (ed.). Mohamed Atta (MAt) & Marwan Alshehhi (MAl) were 2 of the 19 terrorists who hijacked & crashed 4 airplanes on Sept. 11, 2001 into the World Trade Center Towers & the Pentagon. Six months later, on Mar. 11, 2002, Huffman Aviation, a flight training school in FL, received I-20 Forms from the INS giving MAt & MAl, who had taken pilot lessons there, “vocational student” status. This report examines the organizational structure of the INS, visitor visas, & foreign students; MAt & MAl’s entries into the U.S.; the delayed processing of their applications for change of status; the failure to stop delivery of the I-20s to Huffman Av’n.; the Foreign Student Prog.; & the proposed changes re: foreign students.
