This study finds that the Clinton admin. transformed Federal CR enforcement & policy efforts in a number of important ways, but ultimately failed to develop &/or execute effective policies in several key areas relating to CR enforcement, incl. immigration, drug enforce., the death penalty, & disparate impact discrimination in the educational context.
