Funding Federal Civil Rights Enforcement: 2000 & Beyond
Mary Frances Berry. A 1995 report showed that resources provided for civil rights enforcement agencies (CREA) lags behind the workloads of the CREA agencies. Also showed that the workload of the CREA had increased between 1981 & 1996. However, little has changed. Although a few agencies have received recent budget increases, many CREA experienced decreases in funding prior to FY 1998 or have received small increases as their workloads have expanded. This study analyzes the budgets of 6 principal CREA since FY 1994. Concludes that inadequate funding & staff levels persist in each of these CREA, thus restraining them from sufficiently fulfilling their duties. Charts & tables.
