The purpose of H.R. 2434 (the Worker Paycheck Fairness Act) is to ensure that all workers have sufficient info. about their rights regarding the payment of dues or fees to labor org. & the uses of their dues & fees by labor org., & to ensure that the right of all workers to make individual & informed choices about the political, social or charitable causes they support is protected to the greatest extent possible. The legislation creates a new Fed. right implementing the spirit of the Supreme Court’s ‘88 Beck decision, which held that workers could not be required to pay for activities beyond those related to legitimate union functions. It applies only when employees work under a “union security agreement”.
