Innovation in Election Administration: Motor Voter Registration Programs

Kimberling (ed.). “Motor Voter” (MV) is the popular name for a system in which people can apply for voter registration in the same offices where they obtain driver’s licenses or, in a few cases, where they register vehicles. This report is designed for jurisdictions that are considering adoption or modification. It draws upon examples to generalize about the effects of different program designs. It does not attempt to describe the complete or current operation of any single jurisdiction. The implementation of a MV system requires the interaction of officials from two agencies, one having responsibility for voters & the other for motor vehicle operators. The report attempts to address both audiences. Illustrated.
