Differences among rural & urban/suburban employers are examined & comparisons are explored between welfare participant & employer views on service needs & barriers to self-sufficiency. The findings suggest that local partnerships between employers, government, & social service providers can help make welfare reform successful by helping at least some welfare recipients begin to work & become self-sufficient.
