Until recently, the dissemination & sales programs dealt mostly in paper, microfiche, or CD-ROM formats. However, advances in electronic publishing technologies & the availability of government publications on the World Wide Web are affecting paper-based dissemination & sales, & are raising questions about the direction & future of the Federal Depository Library Program. This report: (1) studies the impact of providing documents to the public solely in electronic format, & (2) assesses the feasibility of transferring the depository library program to the Library of Congress.
