Restoring Merit to Federal Hiring: Why Two Special Hiring Programs Should Be Ended
Ben L. Erdreich (ed.). Discusses 2 special hiring programs created in 1981 by a Fed. court consent decree that settled a lawsuit against the Fed. Govít. This lawsuit alleged that an employment test the Govít. used at that time for more than 200 entry-level profíl. & admin. occupations had an adverse impact upon African-Amer. & Hispanic job applicants. The 2 hiring programs on which this report focuses, the Outstanding Scholar & Bilingual/Bicultural Programs, were created as a partial & temporary remedy. This report shows that today, some 18 years after the consent decree was approved, the hiring programs it created are no longer needed to achieve the goal of a representative workforce.
