Despite efforts to eliminate discrimination & improve access to health care for minorities & women, there has been little change in the quality of, or access to, health care for members of these groups. The result of this discrimination is the perpetuation of striking disparities in health status between minorities & non-minorities, & between men & women. Such discrimination is furthered by the failure of Fed. agencies to implement & enforce civil rights laws in the health care context.
