Passenger Facility Charges: Program Implementation & the Potential Effects of Proposed Changes
Beverly Ann Bendekgey (au). Since the early 1990s, most of the nation’s passenger service airports have been able to charge passengers a boarding fee of $1, $2, or $3, called a passenger facility charge (PFC), to help pay for their capital development projects. These charges now total about $1.4 billion a year. The program is managed by the FAA, which approves an airport’s application to participate & the specific projects to be funded. This report: (1) describes how the PFC program is helping airports fund their capital development; & (2) discusses the potential impact of various proposals to change the program, including the option of making no change.
