Actions to Reduce Fatalities, Injuries & Crashes Involving the Hard Core Drinking Driver

From 1983 through 1998, 140,000 people died & 100,000 people were injured in fatal crashes involving hard core drinking drivers (HCDD) (includes repeat offender drinking drivers as well as offenders with high blood-alcohol concentrations). The safety issue is the roadway risk presented by HCDD. The report discusses research on control measures used in one or more of the States & proposes solutions. Also discusses steps taken by the U.S. Congress to address the HCDD problem by enacting certain provisions in the Transportation Equity Act for the 21st Century, & suggests ways to make this legislation even more effective.
