Because the Forest Service was the dominant landowner in these communities, & because the communities were powerless to tax the agency, the Gov’t. would share 25% of the revenue derived from the forest with the impacted communities. The communities would then use this revenue to finance schools & the local road infrastructure. Now, nearly 100 years later, the Gov’t. has defaulted on its fiduciary obligations under the compact. Federal timber sales have plummeted by over 75% from historic averages. The result is now a calamity in our rural schools & communities.
