Implications of the Kyoto Protocol Targets for the OECD Countries
Rayola S. Dougher (au): Russell O. Jones (au). The proposed Kyoto protocol establishes aggressive targets & timetables for limiting greenhouse gas emissions for developed countries. Most developed nations would be required to limit greenhouse gas emissions to between 6 & 8% below 1990 levels. This study provides a concise & transparent means of evaluating the ease or difficulty of meeting the Kyoto targets for most OECD countries. It uses an algebraic formula known as the Kaya Identity. Under this approach, the only way to reach the Kyoto targets domestically is to change one or more of the key factors affecting carbon emissions, so that significant reductions can occur.
