International Trade: Strategy Needed to Better Monitor & Enforce Trade Agreements

The U.S. has entered into over 400 trade-related agreements (TA) since the early 1980s, most of which were intended to liberalize trade & increase U.S. companies’ access to foreign markets. Because of Congress’ interest in determining whether U.S. agencies have the capacity to monitor & enforce TA, this report was requested. It: identifies the federal structure for monitoring & enforcing TA; describes the increasing complexity of the Federal monitoring & enforcement task & key activities that Federal agencies must perform; & assesses whether the Office of the U.S. Trade Representative, the Dept. of Commerce & Ag., have the capacity to handle their monitoring & enforcement workload.
