Michael Brostek (au); Richard W. Caradine (au). Whistleblowing refers to Federal employees who report on misconduct in their agency. Fear of reprisal might deter employees from reporting misconduct. This report: reviews actions VA has taken since Oct. 29, 1994 -- the enactment of the 1994 WP Act amend. -- to inform its employees about their rights to protection against reprisal when reporting misconduct; evaluates the extent to which VA employees are aware of their rights to such protection; & evaluates the extent to which VA employees are willing to report misconduct in VA operations.
