Conrad Burns (ed). Slamming describes any practice that changes customers’ long distance carrier without the customers’ knowledge or consent. In 1996 Congress enacted the provisions of the Telecommunications Act that were designed to prevent slamming. The FCC has been accepting comments on the implementation of those provisions.
