Food Stamp Participant Trafficking Study: Final Report
Anne Ciemnecki (au). Exchanging food stamps for cash or for nonfood goods & services (food stamp trafficking) is a Federal policy concern. Unauthorized use of food stamps weakens the ability of the Food Stamp Program to accomplish its objective of encouraging nutritious food use by program participants, & trafficking undermines confidence in the program among the general population. This study determined that 3-4% of food stamps are exchanged for cash or nonfood items. An exploratory study of food stamp trafficking, focusing on the motivations & dynamics of trafficking from the point of view of Food Stamp Program participants was conducted. This report summarizes the findings.
