Partnerships Between Public Schools & Private Developers: An Investigative Report
Maria Armoudian (au); Scott Wildman (ed). School districts throughout California have faced a scarcity of the resources necessary to effectively deliver quality educational programs to students. In order to generate discretionary revenues & defray locally funded school construction costs, some school districts have engaged in “joint venture” partnerships with the private sector to develop school district-owned properties. This audit examined & evaluated 7 of these public/private joint venture develop. projects to gauge both the benefits & the costs of utilizing this innovative school construction procedure. In each case, the school district either leased public property or establish mixed-use developments.
