This situation resulted in Presidential Declarations on 5 separate occasions. These declarations became the basis for large dollar amounts of assistance for individuals & public entities alike. Hazard mitigation grant program funds also became available on a formula basis for declared states. This report focuses on the process & policies that evolved in Missouri to put these mitigation funds to use in the shortest possible time. This report is useful both as an historic document, & as a “blueprint” for similar programs should flooding again reach the 1993 & 1995 levels.
