During the evacuation of New Orleans in response to Hurricane Katrina in 2005, many of those who did not own a vehicle & could not evacuate were among the over 1,300 people who died. This raised questions about how well state & local gov't., primarily responsible for disaster planning, integrate transportation-disadvantaged populations into such planning. This report assessed the challenges & barriers state & local officials face; how prepared these gov't. are & steps they are taking to address challenges & barriers; & fed. efforts to provide evacuation assistance. The author reviewed evacuations plans; Dept. of Homeland Security, Dept. of Transportation, & other studies; & interviewed officials in 5 major city & 4 state gov't. Illustrations.
