To assist states in providing services designed to support families & help keep them together, the Congress enacted legislation as part of the Omnibus Budget Reconciliation Act of 1993 that authorized $930 million in fed. funds to states over a 5-year period for family preservation & support (FPS) services. To receive fed. funds for these services, each state had to submit a grant application in 1994 & a 5-year plan in 1995 that set quantifiable goals & methods for measuring outcomes. This report describes (1) the nature & extent of states’ use of fed. funds for new & expanded FPS services & (2) states’ plans to assess the impact of these services on children & their families & impacts to date.
