Child Welfare: States’ Progress in Implementing Family Preservation and Support Services: Report to the Chairman, Subcommittee on Human Resources, Committee on Ways and Means, U.S. House of Representatives
Mark V. Nadel (au)
To assist states in providing services designed to support families & help keep them together, the Congress enacted legislation as part of the Omnibus Budget Reconciliation Act of 1993 that authorized $930 million in fed. funds to states over a 5-year period for family preservation & support (FPS) services. To receive fed. funds for these services, each state had to submit a grant application in 1994 & a 5-year plan in 1995 that set quantifiable goals & methods for measuring outcomes. This report describes (1) the nature & extent of states’ use of fed. funds for new & expanded FPS services & (2) states’ plans to assess the impact of these services on children & their families & impacts to date.
