Improving Declassification: A Report to the President from the Public Interest Declassification Board

The Public Interest Declassification Board, funded by Congress to promote “the fullest possible public access to a thorough, accurate, and reliable documentary record of significant national security decisions and activities,” met for the first time in 2/2006. For the remainder of 2006, the board met to hear testimony from rep. of the depts. and agencies with the largest declassification programs as well as rep. from the Nat. Archives, incl. the Pres. lib. During the first half of 2007, the board obtained the views of members of the public. This report presents the Board’s findings and recommendations regarding the strengths and weaknesses of the existing declassification system, based principally on what they perceive to be the public’s interests and concerns.
