Native Hawaiian Education Act: Greater Oversight Would Increase Accountability and Enable Targeting of Funds to Areas with Greatest Need

The Native Hawaiian Educ. Act (NHEA) seeks to develop innovative educational programs to assist Native Hawaiians. The Dept. of Ed. (DoE) administers NHEA and has provided grants for many activities. The DoE is authorized to establish a native Hawaiian Educ. Council and 7 island councils to help implement NHEA. This report analyzes: (1) what is known about NHEA’s impact on Native Hawaiian educ.; (2) the DoE’s efforts to oversee NHEA grants; and (3) the extent to which the DoE and the Native Hawaiian councils have fulfilled their roles and respon. To do this, the author reviewed fed. laws and regulations and departmental documents, and interviewed DoE officials, council members, grantees, and experts in Native Hawaiian educ. Illustrations.
