The Health Care Reform Tracking Project (TP) was initiated in 1995 to track and analyze state and local managed care initiatives as they affect children and adolescents with emotional and substance abuse disorders and their families. This report is organized around a number of hypotheses that were drawn from the earlier work of the TP as to the effects of public sector managed care reforms on this population of children, youth and their families.
