Mary Schapiro became Chairman of the U.S. Securities and Exchange Comm. (SEC) in late Jan. 2009, when the agency and financial markets were still reeling from the events of the fall of 2008. Since that time, the SEC has worked tirelessly to review its policies, improve its operations and address the legal and regulatory gaps -- and in some cases, chasms -- that came to light during the crisis. It is her view that the crisis resulted from many interconnected and mutually reinforcing causes, which she discusses here. This testimony outlines many of the lessons that those at the SEC have learned in the SEC’s role as a securities and market regulator, how they are working to address them, and where additional efforts are needed.
