Several groups have proposed plans to reduce U.S. emissions of carbon dioxide, which contributes to a gradual warming of the climate. Many of those proposals envision using a “cap-&-trade” program, under which the government would set a mandatory cap on total carbon emissions & would require suppliers or users of fossil fuels to hold the rights for each metric ton of emissions they produced. Those rights could have considerable value depending on the design of the program. This report reviews the available literature about the effects of such a program on various parties (investors & workers in affected industries as well as consumers) & about the economic consequences of providing compensation to those parties.
