Description
On Feb. 28, 1994, the DoD instituted its current policy on homosexual conduct (HC) in the military which provides that engaging in HC is grounds for discharge. Service by those who have a propensity to engage in HC creates an unacceptable risk to morale, good order & discipline, & unit cohesion, & that the long-standing prohibition of HC therefore continues to be necessary in the unique circumstances of military service. The DoD policy also provides, however, that sexual orientation is a personal & private matter that is not a bar to military service unless manifested by HC. This report presents the major conclusions of the review by the DoD as well as a discussion of many of the matters considered in reaching those conclusions.
