Report on the North American Free Trade Agreement by Texas Department of Agriculture Commissioner Rick Perry’s Select Committee

On Feb. 19, 1991, Texas Dept. of Agriculture (ag.) Commissioner Rick Perry appointed a 13-member comm. of Texas ag. leaders to advise him on the opportunities & challenges the proposed N. Amer. Free Trade Agreement (NAFTA) would offer Texas farm & ranch families. The comm. found that developing an effective ag. trade policy is the key factor in expanding ag. exports. U.S. farmers & ranchers exported about $40 billion worth of ag. products in 1990 with Texas ag. exporting almost $1.7 billion. Ag. trade between the U.S. & Mexico set a record in 1990 of $5.2 billion. Texas alone sent almost $1 billion worth of ag. products to Mexico in 1990. This report identifies several issues that affect all agricultural commodities & processed food products.
