Although recycling can generate environmental & economic benefits, the nat. recycling rate has increased only slightly since 2000. While local gov'ts. have the primary role in operating recycling programs, EPA & the Dept. of Commerce have legal responsibilities for encouraging recycling. The author was asked to: (1) identify key practices cities are using to increase recycling; (2) describe what EPA & Commerce are doing to encourage recycling; & (3) identify fed. policy options that could help increase recycling. The author interviewed recycling coord. in 11 large cities about key practices & 13 additional recycling stakeholders about policy options. Both groups were selected based on geographic representation & recycling expertise. Illus.
