Recent terrorist events, natural disaster, and the potential for a flu pandemic have changed the traditional role and responsibilities of local law enforcement agencies. As the U.S. persists in its global fight against terror and local budgets continue to shrink, cities and counties will play a central role in preparing for, responding to, and recovering from a pandemic.
