The reason for the downhill trend in meth production is the enactment of state laws, which started in OK in 2004. By early 2006, more than 40 states had implemented new restrictions on retail transactions involving products containing certain chemicals that could be used to make meth. This state-by-state report examines progress made on the fight against meth in the U.S. for 2005. (Then, on Sept. 30, 2006, a new law went into effect, setting a nationwide baseline standard for how to legally sell these products, which include some popular OTC cold medicat.).
