Protective Force Response to a Security Incident at Sandia National Laboratory, California: Inspection Report

On Feb. 8, 2004, a 1-ton utility truck dragging a length of chain link fence & traveling at a high rate of speed approached an entrance leading into the Sandia Nat. Lab., & Lawrence Livermore Nat. Lab. (LLNL). The truck proceeded past one of several recently constructed security kiosks & entered a Fed. Property Protection Area. Multiple SPOs stopped the vehicle a considerable distance inside the site security perimeter. The suspect was subsequently arrested by local law enforcement officials This report determines if: (1) the recently installed pop-up barriers were effectively employed; & (2) applicable DoE/Nat. Nuclear Security Admin. security procedures were followed in response to the vehicle entering the site without authorization.
