In 2004 the U.N. Security Council adopted Resolution 1540, a non-proliferation resolution by which it decided that all States shall refrain from supporting by any means non-State actors that attempt to acquire, use or transfer nuclear, chemical or biological weapons and their delivery systems. On Oct. 1, 2009, The Stanley Fdn. organized a “civil society” session, “Resolution 1540: At a Crossroads” at the U.N. in New York City, to make a contribution to the official Comprehensive Review of the Status of Implementation on Resolution 1540 conducted by the members of the 1540 Committee. This report summarizes the main conclusions, recommendations, findings, and arguments that were given during the four panel sessions of the side event.
