Americans spend billions of hours each year providing info. to fed. agencies by filling out info. collections (forms, surveys, or questionnaires). A major aim of the Paperwork Reduction Act is to balance the burden of these collections with their public benefit. Agenciesí Chief Info. Officers (CIO) are responsible for reviewing info. collections. CIOs must certify that the collections meet 10 standards set forth in the act. This report assessed this review & certification process, incl. agenciesí efforts to consult with the public. This report reviewed a government-wide sample of collections, reviewed processes & collections at 4 agencies that account for a large proportion of burden, & performed case studies of 12 approved collections.
