North Korea: Terrorism List Removal?

In late 2006 and early 2007, the Bush Admin. reportedly offered North Korea (NK) removal from the U.S. terrorism list if NK agreed to end its nuclear programs. U.S. and NK diplomats negotiated much of the Six Party Nuclear Agreement, which was signed on 2/13/07, which specified that the U.S. and NK would begin to negotiate a process of removal of NK from the terrorism list. In 8-9/07, the State Dept. made promises to NK’s chief negotiator to remove NK as part of the process to implement Phase Two of the 2/07 nuclear agreement. They set a deadline of 12/31/07, for completion of Phase II, which requires NK to allow the “disablement” of its plutonium facilities at Yongbyon. This report, updated on 12/11/07, discusses these issues.
