The No Child Left Behind Act (NCLBA) requires that states improve acad. performance so that all students reach proficiency in reading & math by 2014 & that achievement gaps close among student groups. Some states have interest in using growth models (GM) that measure changes in test scores over time to determine if schools are meeting these targets. To determine the extent that GM are consistent with NCLBA’s goals, this report assessed: the extent that states have used GM to measure academic achievement; the extent that GM can measure progress in achieving key NCLBA goals, & the challenges states may face in using GM to meet adequate yearly progress requirements & how the Dept. of Ed. is assisting the states.
