In 2004, the Pres. announced a new “Vision” for space exploration that directs NASA to focus its efforts on returning humans to the moon by 2020 in preparation for future missions. Implementing the “Vision” will require hundreds of bill. of dollars & a sustained commitment from multiple admin. & Cong. Some of the funding for implementing exploration activities will come from funding freed up after the retirement of the Space Shuttle in 2010, &  termination of U.S. participation in the Internat. Space Station by 2016. There have been concerns voiced over the potential gap in human space flight. Congress has stated that it is the policy of the U.S. to have the capability for human access to space on a continuous basis. NASA will try to minimize the gap.
