In Oct. 1981 the Administration announced its plan to modernize all parts of the U.S. strategic deterrent. Plans for a second wave of procurement were under way & could well cost more than the first. This study analyzes the effects of the Admin. plan for modernizing the strategic offensive forces & discusses alternatives that would reduce costs. Charts & tables.
