The attacks on 9/11 show that threats to U.S. security can now come from any number of terrorist groups, at any number of locations, & in wholly unexpected ways. As a result, the DoD is shifting to a new defense strategy focused on dealing with uncertainty by acting quickly across a wide range of combat conditions.
