This report concludes a 2-year study on Iraq’s new political leaders & their visions for the future, based on extensive background data & personal interviews with over 70 top leaders since 2003. Focuses on leaders brought to power by the election of Dec. 2005 & the formation of a permanent gov’t. in 2006. Tensions between outsiders (exiles) who were opponents of Saddam, & insiders, mainly those who served in the previous regime, are generating distrust & making compromise difficult. However, elections have produced a new political constellation of parties -- & militias -- with a greater variety of views.
