Information Technology R&D: Critical Trends and Issues

A strong U.S. R&D effort has, in the past, been the source of much of our new tech. However, recent events (in 1985), such as the restructuring of the U.S. telecomm. industry and the emergence of strong foreign competition for some tech., have changed the environment for R&D. This report is an assessment of the current state of R&D in 4 specific areas of research: computer architecture, artificial intell., fiber optics, and software engineering. It discusses the structure and orientation of selected foreign programs. Finally, it examines a set of issues that have been raised in this study: manpower, institutional change, the new research org. that grew out of Bell Labs., and the implications of trends in overall science and tech. policy.
