In the year since terrorists attacked the World Trade Center on Sept. 11, 2001, there was a dramatic transformation in the relationship between the govít. and the people of this country. In the name of fighting terrorism, the Exec. Branch assumed sweeping powers that showed little regard for the principles embedded in the U.S. Constitution or the protections afforded by it. In the process, the Exec. Branch has undermined the political compact between govít. and the governed that is essential to a democratic system. This Report offers an assessment of the state of checks and balances that are the pillars of our constitutional system, and of individual civil liberties guaranteed under that system, in the wake of the Administrationís security efforts.
