In the wake of 1999 reports by the Cox Comm. on Chinese nuclear espionage and by the Pres. Foreign Intelligence Advisory Board on security lapses at the DoE nuclear weapons labs., Sec. of Energy Bill Richardson embarked on a comprehensive reform of counterintelligence (CI) at DoE. The House Permanent Select Comm. on Intelligence established a bipartisan investigative team in 1999 to examine DoE’s plan to improve its counterintelligence posture at its headquarters in Wash. and its three key weapons labs. The purpose of the examination was to review the status of reforms and to examine issues still unresolved or under consideration. The review determined that the DoE has made a good but inconsistent start in improving its CI capabilities.
