Employee Security: Implementation of Identification Cards and DoD’s Personal Security Clearance Program Need Improvement: Congressional Testimony

In an effort to increase the quality and security of fed. identification (ID) practices, the Pres. issued Homeland Security Presidential Directive 12 (HSPD-12) in Aug. 2004 which requires the establishment of a government-wide standard for secure and reliable forms of ID. This is testimony on a report assessing the progress selected agencies have made in implementing HSPD-12. For this report, the author selected 8 agencies with a range of experience in implementing ID systems and analyzed actions these agencies had taken. The author was also asked to summarize challenges in the Dept. of Defense’s personnel security clearance process. This overview is based on past work including reviews of clearance-related documents.
