In 1999, the Calif. State Legis. authorized $10 million for the creation of programs designed to provide integrated community outreach support to individuals who were homeless, at risk of homelessness or incarceration, and had a serious mental illness. Three counties initiated pilot programs which have resulted in a 68% decrease in days hospitalized, a 79% reduction in days in jail, and a 73% reduction in days spent homeless. For Assembly Bill (AB) 34 in 2000, $55 million was appropriated to expand the program to 23 additional counties. This report contains stories which show that many individuals believe that the help they received from AB 34-funded programs saved their lives. “The help that works is the help that is tailored to the individual.” Illus.
