Fed. agencies are not well positioned to meet requirements of the Improper Payments Info. Act of 2002 (IPIA). For FY 2005, estimated improper payments exceeded $38 billion but did not include some of the highest risk programs, such as Medicaid with outlays exceeding $181 billion for FY 2005. Overall, state-admin. programs & other non-fed. entities receive $400 billion annually in fed. funds. Thus, fed. agencies & states share responsibility for the prudent use of these funds. This report determines actions taken at the state level to help fed. agencies estimate improper payments for state-administered fed. programs & assistance needed from the fed. level to support the respective fed. agenciesí implementation of IPIA.
