Improper Payments: Federal and State Coordination Needed to Report National Improper Payment Estimates on Federal Programs

Fed. agencies are not well positioned to meet requirements of the Improper Payments Info. Act of 2002 (IPIA). For FY 2005, estimated improper payments exceeded $38 billion but did not include some of the highest risk programs, such as Medicaid with outlays exceeding $181 billion for FY 2005. Overall, state-admin. programs & other non-fed. entities receive $400 billion annually in fed. funds. Thus, fed. agencies & states share responsibility for the prudent use of these funds. This report determines actions taken at the state level to help fed. agencies estimate improper payments for state-administered fed. programs & assistance needed from the fed. level to support the respective fed. agencies’ implementation of IPIA.
